Europe breathed a deep collective sigh of relief on Monday, as the tension caused by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been defused. A Washington representative spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Moscow made its retaliation: an extensive attack of aerial bombardment on Kyiv.
The Cycle of Peace Talks and Military Action
The sequence of conflicting incidents captured the grim essence of the current period. By day, negotiation efforts are fought: hopeful statements are delivered from various governments. Considerable effort is expended on containing specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, military action persists as the key method for achieving "peace".
Nocturnal Warfare
As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is equipped to monitor rocket firings from Russian territory, a ability afforded by current data. From observation points, Ukrainian air force fighter jets that had been deployed to intercept incoming cruise missiles streaked across the sky – sophisticated military planes delivered to Ukraine by NATO members.
Shortly after, Kyiv's missile defense thundered: several firings targeted at a incoming threat. This was a advanced protection mechanism at work, probably provided by allied countries. Every launch creates sudden vibrations, rattling buildings. The instant of fear quickly gives way to resigned acknowledgment: perhaps the incoming missile won't cause damage this time, preventing destruction from ruin and additional electricity failures.
Persistent Threats
Following this, a automatic firearm fired at a drone somewhere nearby, part of a rapid response unit – most likely imported technology. Sadly, the shots failed to hit the opposing UAV – it pressed on overhead toward its objective.
Periodically, this carried on until dawn. Kyiv awoke to the morning news: seven people killed, destruction and utility failures in many homes as a result of the night's assault. As customarily, everyone still continued their routines – experiencing conflict. But those 24 hours illustrated Ukraine's critical military reliance on external assistance – a dependence that regional partners are clearly incapable to fill in the short term.
Unsuccessful Negotiations
The detailed framework from Washington generated strong feelings, debate and serious worry – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and bilateral conferences.
Every new initiative from US leadership adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They contain the crisis but never actually achieve victory. This trend will, no doubt, endure.
Strategic Calculations
It is easy to blame specific actors of persistently promoting Russian terms. But that does not seem to be the entire situation. American leadership works based on a principle familiar among international relations experts: you cannot achieve through diplomacy what you have lost on the battlefield. The American government presumes that it is unfeasible to force Russia to surrender the areas that it presently holds in Ukraine's south or east.
The challenge is that while recognising this factual reality, Washington does little to deter Moscow, through words or deeds, from assuming that the current condition will not evolve additionally in its benefit in the near future.
Conflicting Perspectives
Therefore, Moscow is certain that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their motivation to agree to terms that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's leadership remains completely certain in the result.
On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing people and territory but avoiding a complete military breakdown until situations evolve in its favour.
Current Realities
Realistically, there are no actual prerequisites for a truce. Now, subjective factors are becoming relevant: personal goals to mediate resolution and obtain worldwide acknowledgment, and the government's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the national cause against any initiative Kyiv finds unsuitable, so that their focus does not move to homefront challenges. And although their task will now be much harder after recent developments, it remains highly unlikely that this will modify their basic position.
These conflicting dynamics are guiding negotiations.
Summary and Prospects
It took a mere seven days to kill the proposed articles of the current initiative. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the rest of Europe, along with soothing efforts of diplomats, and finally, current information leaks, all served their function.
While new proposals based on established approaches are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are founded on Moscow's terms and demonstrate specific hesitation to alter the situation, if they remain united and strengthen their defence capabilities at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the coming months, largely rely on ongoing international assistance.
